PROPOSAL 18-3 - New Rights for Michigan Voters
Automatic Voter Registration
The Secretary of State will automatically register all qualified electors who submit applications or changes of address applicaitons for driver's licenses or state personal ID cards (or enhanced versions of those forms of ID), as long as the elector does not opt out of registration.
"Close" of Registration
15-Day Close of Registration for non-Clerk's Office Transactions
Register by mail up to 15 days before an election at:
- Any Secretary of State branch Office
- Your Township, City or County Clerk's Office
- A designated State Agency
- By Mail
0-14 Days In-Person with Clerk Residency Verification
A resident may reister in person, at their local Clerk's Office, up to and including Election Day with residency verification. Documents that may be accepted for residency verification (items must include the applicant's name and current address): currenty utility bill, bank statement, paycheck, government check, or other government document.
A person registering to vote, 0-14 Days In-Person at the Clerk's Office with residency verification, may vote in person or an absent voter's ballot.
No Reason Absentee Voting

Deadlines for receiving an absent voter's ballot:
- 5:00 p.m. Friday prior to an election - The last time the Clerk may mail a ballot
- 4:00 p.m. Monday Prior - The last time the Clerk may issue a ballot in person - Voter Must Vote at the Clerk's office
- 4:00 p.m. Election Day - Emergency AV Ballot Only
Ballot Must be voted at the Clerk's office 8:00 a.m. to 8:00 p.m. Election Day.
Spoiling Absent Voter Ballots
A voter must complete an Affidavit of Absent Voter Ballot before a ballot may be spoiled.
Voter never received AV ballot:
- May request a new ballot be mailed until 2:00 p.m. on the Saturday prior to the eleciton.
- May request a new ballot in person until 4:00 p.m. on the Monday prior to the election
- May vote in person on election day by completing Affidavit of Lost or Destroyed Absent Voter Ballot
Voter received AV ballot and requests to spoil it and receive a new one.
- May request a new ballot be mailed until 2:00 p.m. on the Saturday prior to the eleciton.
- May request a new ballot in person until 4:00 p.m. on the Monday prior to the election
- May vote in person on election day by completing Affidavit of Lost or Destroyed Absent Voter Ballot
Voter voted and returned their ballot and requests to spoil it and receive a new one.
- May request a new ballot be mailed until 2:00 p.m. on the Saturday prior to the eleciton.
- May request a new ballot in person until 4:00 p.m. on the Monday prior to the election
- No option on election day to spoil the ballot that has been received by the Clerk.
